Need some advice with this situation...please help?

Its apparent that he liked you, and that you didn't respond right away is making him feel neglected and sad. I think hes probably very sensitive, becuase I have gone through this ignoring game with people in the past, who wait for you to talk first, and make the move. If you really think there is something there, you have to be open, say your feelings, and have a conversation which will get you somewhere. You can only be mad for so long.
