If I download paid android apps off the internet for free will they go to my bill?

ok there is this website thats called 4shared(dot)com and you could download any paid app on that website for free. so like if you want beautiful widgets. you would search beautiful widgets.apk So i want to make sure im actually getting these for free and its not just a trick and im actually paying for these. Please dont answer if you dont know or say pay for yourself.
