Is there any good picture software I can download for my computer?

My computer broke a couple weeks ago and I had to reinstall everything. I have a webcam so I installed it. Sadly, it didn't download the software that goes with it. Now I cannot take pictures just for the heck of it with my webcam. It sucks and I want to find software to download and use but I can't find any. Also, I do not have a mac.
