She has liked me hasn't she? Was my lack of interest the problem?

She always watches me, glances at me, checks me out(my a**), or stares. She's been very flirty and went completely opposite (rude) when I wasn't really responding. She's been jealous when I mention guys and even caused one I'd been flirting with to really dislike me (she'd watched, come up and stood directly in front of me and watched, and whilst angry, he mentioned she'd been talking to him earlier about our sessions) She seemed frustrated, and would look away, the few times she touched me, looked at me and didn't get a response. Her friends/coworkers all know who I am though I don't know most of them. She's tried introducing me to a good friend a couple times, and asking persistently what I had planned for the weekend and then what I did for the weekend...in the very beginning, she even spoke to me in a baby flirty tone, sometimes overtly flirty tone and she'd sometimes giggle when I did something I guess she thought was cute. To add, I did ask to get together once, she agreed, I acted like she wasn't there the next day, and the day before, she walked up and cancelled-saying her "boyfriend" had a doctor's appointment. I'm sure it was made up (we'd scheduled to meet late in the evening - when doctors don't hold appointments). I gave up. This was 1-2 months ago. Since then, she's started up again. She's watching, flirting, etc etc. She even was glancing back and forth for several seconds between my eyes and lips while talking to me, smiling, and standing close the other day as though clearly trying to tell me she wanted to kiss me.
