Really need some help regarding teen daughter wanting to switch high schools!?

My 17 year old daughter hates her high school. She suffered some bullying by an ex and his friends 2 years ago. Untrue rumors were spread and she was nicknamed Crazy ***** which still sticks today. It took on a life of its own and culminated in a complete downfall in her social standing. She has just not been able to recover. Her classmates, while not overtly cruel, just don't include her in any activities and she is often excluded from parties of people she thought liked her. She is alone almost every weekend except for 1 friend who she hangs out with. She is extremely depressed and I am worried about her. She is seeing a counselor but just can't find her place at her current school. Her grades are ok but she says she has no interest in her classes. She was doing sports but the social climate on the teams was also a problem and her unpopularity made her feel left out there too. My husband and I are at total odds on this. He thinks it is allowing her to be weak to switch schools but I have seen the damage that is being done by her continuing there and I think it would be a fresh start. She really has tried to make new friends, fit in and correct the damage that was done but our community is tight knit and unforgiving. Any comments?
