WW2 question (20 characters)?

Under Adolf Hitler’s leadership, Nazi Germany began attacking its perceived domestic enemies in 1933, and violating the Treaty of Versailles overtly as early as 1935. Why did the other European powers and the United States hope desperately to avoid a war with Germany? More generally, at what point (if any) do countries have a right or obligation to intervene militarily against another country?
